§ 4. Rules.

The Council shall determine and establish its own rules and order of business. The Council shall employ a Secretary of the Council and may employ such persons as are necessary to assist the Council in the performance of its duties. The Secretary of the Council shall keep a journal of the proceedings of the Council. The Council may punish by fine its members or other persons for disorderly conduct at a Council meeting or for violation of Council rules. Any fine imposed by the Council for a single offense shall not exceed the sum of one hundred dollars ($100.00) and shall be collected in the same manner provided for the collection of other debts owed the city. The vote of two-thirds ( 2/3 ) of the entire membership of the Council shall be required to impose a fine on a Councilor.
