§ 8. Procedures on ordinances and resolutions.

  • Ordinances and resolutions shall be introduced in the Council in written or printed form. All ordinances or resolutions, except those adopting budgets, making appropriations, or adopting a code of ordinances, shall be confined to one subject, which shall be clearly expressed in the title. Ordinances adopting budgets and making appropriations shall be confined to budgets and appropriations. No ordinance shall be adopted until the subject thereof has been on the agenda of the Council for two (2) meetings; provided, this requirement may be waived by a vote of not less than two-thirds ( 2/3 ) of the entire membership of the Council. A copy of each proposed ordinance shall be furnished to each Councilor or left at the usual place of residence of each Councilor prior to final consideration. The vote of each Councilor shall be taken upon all matters before the Council and entered in the journal of the proceedings of the Council. The enacting clause of all ordinances shall be, "Be it Ordained by the City of Tulsa."
