§ 2.2. Resolution of necessity.

When the Council shall deem it necessary to construct, reconstruct, or repair any sidewalk, driveway return, or curb fronting on or along any street, alley, or right-of-way, the Council shall declare by resolution the necessity for such improvements and direct the Mayor to prepare specifications and estimates of the cost of such improvements. Any number of sidewalks, driveway returns, or curbs may be included in a resolution. The Mayor shall prepare and submit to the Council specifications, estimates of cost, and a statement of the names of the owners and the description of the property liable to assessment for the cost of the improvements.
