§ 3.1. Sanitary sewer districts.

The Council may establish by ordinance districts for the construction, reconstruction, repair, or extension of sanitary sewers. The Council shall establish a district when the owners of more than one-half (½) the area of the land liable to assessment for a sanitary sewer shall petition therefor. Sewer districts may be changed, enlarged, or extended and shall include all necessary sewers, laterals, inlets, catch-basins, manholes, and other appurtenances necessary to serve the property within the district.
