§ 3.3. Construction of district sewers.

  • The Mayor shall prepare and submit to the Council plans and specifications for the construction of sanitary sewers within a sewer district and an estimate of the cost of construction. Upon approval by the Council, the City Clerk shall advertise in a daily newspaper of general circulation in the city for bids for the construction of the sewers. The advertisement shall state the time for submitting bids which shall not be less than ten (10) days from the date of the advertisement. Bids shall be filed with the City Clerk and shall be opened at a meeting of the Council. The Council shall award the contract to the most advantageous and lowest secure bidder, or the council may reject all bids.
