In the event of the death, resignation, or removal from office of a member of the Tulsa Park and Recreation Board, other than the Mayor, the Mayor shall appoint a qualified elector of the city to fill the unexpired term of such member, subject to confirmation by a majority vote of the entire membership of the Council.
