§ 1.1. Mayor and councilors—election.

On the first Tuesday in April in the year 1990, there shall be elected by the qualified electors of the city at a general election a Mayor, a City Auditor, and nine (9) Councilors. The Councilors to be elected from each of the nine (9) election districts shall be designated as Councilor, Election Districts One (1) through Nine (9), respectively.
