§ 14. Conveyance of aerial and subsurface spaces.

The Council may vacate and close streets, alleys, and easements and sell, lease, or otherwise convey any areas or spaces above or below the surface of any street, highway, alley, public place, or any other real property of the city for buildings, structures, or for other uses and purposes and such appurtenant surface rights necessary or desirable for such buildings or structures; provided, the Council shall first determine that any such areas or spaces are not necessary for public use or purposes.
