§ 7. Ascertainment of compensation.

  • In order to ascertain the amount of the gross receipts of the grantee of a franchise and to determine the amount of the compensation due the city and for any other purpose relating to the business of the city, the Council may examine the books, papers, and records of franchise holders. The Council may hear testimony and compel the attendance of witnesses under such rules and regulations as the Council may adopt. Should any franchise holder refuse to permit the inspection of its books, papers, or records when lawfully required by the Council or should any officer, agent, or employee of a franchise holder refuse to give testimony before the Council, the Council may by ordinance terminate the franchise.
