§ 23. Continuance of contracts.

No existing right, action, suit, proceeding, or contract shall be affected by this amended Charter. All debts, claims, penalties, and forfeitures which have accrued or which may hereafter accrue to the city by virtue of anything heretofore done or existing shall inure to the benefit of the city and may be sued for and recovered as though this amended Charter had not been adopted. Nothing herein shall affect the collection of special assessments or levies of any kind or proceedings to enforce the payment thereof. All contracts heretofore entered into by the city shall remain in full force and effect and be completed under the Charter provision or ordinance existing prior to the adoption of this amended Charter.
