§ 9. Applicability of state law.

The provisions of this amended Charter, and the provisions of any ordinance adopted by the Council in the exercise of a power granted, conferred, or reserved by the people of the city shall prevail over the provisions of a conflicting law of Oklahoma with respect to matters of purely local concern. Any matter pertaining to the government of the city not provided for in this amended Charter or by ordinance shall be governed by the laws of Oklahoma.
