§ 210. Physically limited services.

  • A.

    Cart(s) containing residential solid waste and bag(s) outside the cart(s) each with an extra refuse sticker shall be placed adjacent to the residential service unit. The lid of each cart shall be securely closed. A maximum of three (3) bags each with an extra refuse sticker may be set out for collection.

    B.

    Cart(s) containing program recyclable materials shall be placed adjacent to the residential service unit. The lid of each cart shall be securely closed.

    C.

    Physically limited services customers may place their cart(s) and bag(s) tagged with an extra refuse sticker more than one hundred (100) feet from the traveled portion of the roadway.

    D.

    Curbside yard waste is not collected from a backyard location. Bags or bundles of curbside yard waste shall be placed within four (4) feet of the curb or traveled portion of any roadway and outside any fence.

    E.

    Bulky waste is not collected from a backyard location. Bulky waste shall be placed within four (4) feet of the curb or traveled portion of any roadway and outside any fence.

    F.

    Physically limited services are available only upon application to and approval by the authority. Such application shall be in a form prescribed by the Director or designee. The application shall be certified by a licensed physician, or licensed physicians, stating that the applicant suffers from certain infirmities of health, physical disability or age which makes him or her unable to place residential solid waste and program recyclable materials at curbside. A certification may also be made by a doctor of optometry where an applicant's disability is eye-related. The applicant shall certify that each person residing at the residence suffers from certain infirmities of health, physical disability or age which make them unable to place residential solid waste and program recyclable materials at curbside. Approved applicants will be reviewed through field verifications on an annual basis.
