§ 401. Receptacles to be provided for the public.

It shall be unlawful and an offense for any person owning, operating, managing or having supervisory control of any commercial establishment or place of business open to the public, or any operation, to fail to provide in the area of the establishment or operation open to the public sufficient receptacles for the deposit and containment of the solid waste generated in connection with the operation of the establishment.
