Neither the provisions of this chapter nor any damages recovered by the City shall
be construed to limit the liability of a ROW occupant or permittee for damages to
the City, its elected and appointed officials, officers, boards, commissions, commissioners,
agents, employees, volunteers and/or any other person or persons.
