It is the purpose and intent of this chapter to protect public safety, to maintain
safe and ready availability of City rights-of-way to the general public, and to permit
local eating and drinking establishments to provide sidewalk seating for their customers
and others, thereby contributing to a vital, walkable, healthy city, while setting
policies, articulating safeguards, and streamlining procedures for the issuance of
permits by City Staff.
