Any person desiring to construct a building or structure upon a storm sewer easement
inuring to the benefit of the City, and located within the City limits of the City
of Tulsa, shall execute an agreement with the City, subject to approval by the Mayor,
setting forth such terms, conditions and provisions as may be prescribed by the Mayor
to whom authority is delegated to execute such agreements in behalf of the City. The
agreement shall be in writing and shall restrict the use of the storm sewer easement
substantially in accordance with the restrictions and conditions as herein set forth;
and the agreement shall, upon execution, be recorded in the Office of the County Clerk
of the County in which that property is located, with the recording cost to be paid
by the property owner.
