§ 102. Policy objectives.

    Buildings. Windows and doors shall be kept closed during the heating and cooling seasons. Every elected official and City employee shall assume the responsibility of closing windows and doors, turning off personal office equipment when not in use and shutting off lights when leaving a room for a prolonged period.

    B.

    Lighting. Interior lighting shall be as energy efficient as possible. As interior lighting must be replaced due to usage, new, energy-saving fixtures, lamps and ballasts shall be used to replace less energy-efficient types, whenever and wherever economically feasible and appropriate.

    Occupancy/motion sensors wired to area lighting shall be considered to reduce and/or turn off lights in unoccupied areas, whenever and wherever economically feasible and appropriate.

    Energy-efficient street and security lighting shall be considered and installed, whenever and wherever economically feasible and appropriate.

    Street and outdoor lighting wattage shall be reduced and lighting directed downward, whenever and wherever feasible and appropriate.

    C.

    Heating/cooling. The target temperature for offices and rooms shall not exceed seventy-two (72) degrees Fahrenheit during the heating season.

    The target temperature for offices and rooms shall not be less than seventy-two (72) degrees Fahrenheit during the cooling season.

    The targeted temperatures for large, open public areas such as the airport terminal, music/convention halls and those buildings with special temperature and humidity requirements (e.g., museums) may be exceptions to the targeted temperatures established in this subsection.

    Timed or setback thermostats shall be considered to regulate office and room temperatures for the night/weekend differential wherever central HVAC control does not exist, and whenever and wherever economically feasible and appropriate.

    Window tinting film and double glazed windows shall be considered, whenever and wherever feasible and energy efficient.

    As part of the City's first general energy conservation and efficiency plan to be submitted by the Mayor to the City Council, the Mayor shall consider and study the use of portable fans, electric heaters and other appliances by City employees and determine whether a ban on their use would result in an energy savings to the City. If the Mayor proposes in said plan a ban on their use by City employees, the Mayor shall consider and propose any reasonable and necessary exceptions required by law or otherwise.

    D.

    Transportation. Elected officials and City employees are encouraged to walk, bike, car pool or use public transportation to and from work and whenever else possible.

    Before the acquisition of any new or replacement City vehicle, considerations of need, use, vehicle size and efficiency shall be carefully examined. In all cases, replacement vehicles shall have a fuel efficiency rating equal to or better than the vehicle being replaced. Furthermore, prior to the acquisition of new or replacement passenger vehicles, serious consideration must be given to alternative fuel vehicles (AFVs) and hybrid powered vehicles.

    The Mayor shall annually develop fuel usage reduction objectives for each City administrative department, division, board, commission, authority or agency as part of an overall annual energy conservation and efficiency plan. The plan shall include but not be limited to the following considerations:

    1.

    Emphasize fuel economy with the acquisition of any new vehicles;

    2.

    Minimize size and weight when acquiring new or replacement passenger vehicles;

    3.

    Reduce the number of underutilized vehicles and consider paying mileage for use of personal vehicles;

    4.

    Reduce the number of personally assigned vehicles;

    5.

    Reduce vehicle usage for off-duty activities;

    6.

    Reduce the number of take-home vehicles; and

    7.

    Eliminate the unnecessary use of vehicles.
