§ 101. Notice and hearing.

When it shall appear to the Council that the holder of any franchise in the City of Tulsa has failed, neglected or refused to exercise a franchise in substantial accordance with the terms of the Charter of the City of Tulsa or the ordinance granting the franchise, it shall be the duty of the Council to give notice to the franchise holder and set a definite date for a hearing as provided herein.
