§ 107. Quorum; power to act.

The City and the franchise holder shall have the right to compel the attendance of witnesses and the production of books, papers and records, as provided in the Charter of the City of Tulsa, and to introduce evidence pertaining to the questions involved. A majority of the members of the Council shall constitute a quorum with power to act on all matters coming before it at the hearing pertaining to the proceedings and to the cancellation and annulment of the franchise.
