Any person, firm or corporation who shall fail, neglect or refuse to appear before
the Council in response to any subpoena duly served or shall fail, neglect or refuse
to produce any books, records or papers in response to a subpoena duly served, or
who shall refuse to be sworn or affirmed as a witness or to testify before the Council
at any hearing shall be guilty of an offense, and shall be punishable in the manner
provided by law; provided, however, that no testimony received by the Council in any
hearing provided for herein shall be used in a criminal prosecution against such witness.
