§ 109. Opinions.
Whenever the Mayor, Council, any Inspector, the head of any department or other proper officer of the City shall desire legal advice or a written opinion from the City Attorney's office on any legal question, such question shall be submitted to the City Attorney in writing, and the City Attorney or an assistant to whom the question may be referred by the City Attorney, shall within a reasonable time render to the person a written opinion. No written opinion prepared by any assistant city attorney shall be delivered to or received by the officer seeking such advice, unless it has been approved in writing by the City Attorney.
