§ 1511. Regulations.

  • It shall be unlawful and constitute an offense punishable as hereinafter set forth and grounds for the revocation or suspension of the license or permit issued hereunder for any youth recreational facility operator, manager or person having supervisory control thereof, or employee, to do or permit to be done any of the following:

    A.

    Violate any of the provisions of this chapter;

    B.

    Violate any of the statutes of the state of Oklahoma;

    C.

    Operate or be open for operation during hours other than:

    1.

    Monday, Tuesday, Wednesday and Thursday from 8:00 p.m. to 12 midnight,

    2.

    Friday from 6:00 p.m. to 1:00 a.m.,

    3.

    Saturday from 12 noon to 1:00 a.m., and

    4.

    Sunday from 12 noon to 12 midnight;

    Provided, however that on any day preceding a day when Tulsa Public Schools are not in session, closing hours are extended to 1:00 a.m. on the following day;

    Provided further, that on special occasions, for good cause shown, and if in the opinion of the Mayor the public peace, health or welfare will not be endangered, such hours may be enlarged for special events by obtaining prior written permission from the Mayor;

    D.

    Permit any person not an employee to be or remain on the licensed premises for more than fifteen (15) minutes after closing time;

    E.

    Operate without having at least two (2) adult persons possessing valid permits issued under this chapter on the premises; provided, however, that this requirement may be met by having one (1) adult who possesses a valid permit present and one (1) adult who is licensed as a security guard by the state of Oklahoma.

    F.

    Permit any person who has reached his twenty-first birthday, other than a parent or legal guardian of a youth on the premises, to be present on the premises or to engage in the recreational activities, except as provided herein;

    G.

    Permit any person who has not reached his thirteenth birthday to be present on the premises or to engage in the recreational activities;

    H.

    Permit or allow to occur upon the licensed premises repeated public disturbances and breaches of the peace;

    I.

    Permit on the premises any beer or intoxicating beverages, or any intoxicated person; provided that if, in the opinion of the Chief of Police, the public peace, health and welfare will not be endangered, nor the intent of this chapter thwarted, permission in writing may be given to have beer or intoxicating beverages upon the premises if the same are in a separate portion of the premises which shall be locked and not accessible to the general public;

    J.

    Operate without having the entrance of such youth recreation center plainly marked "Youth Recreational Facility - Persons Under 13 Years of Age and Persons 21 Years of Age or Older Prohibited"; or

    K.

    Operate such facilities when they do not comply and conform to the provisions of Subsection 1505.B, above.
