§ 1700. Purpose and intent.
It is the purpose of this chapter to regulate sexually oriented businesses to promote the health, safety, morals and general welfare of the citizens of the City, and to establish reasonable and uniform regulations to prevent the secondary affects of such businesses on surrounding and nearby properties. The City of Tulsa finds from studies it has done, as well as from studies conducted in other cities, these regulations are necessary in order to protect property values, eliminate blight, prevent further deterioration of City neighborhoods, promote the return of residents and businesses to City neighborhoods and decrease the incidence of crime and juvenile delinquency. Further, the City finds that such businesses tend to attract an undesirable quantity and quality of clientele and have an undesirable effect on surrounding and nearby properties.
