§ 1711. Denials of new licenses; appeals.
If the Director of Finance denies the issuance of a license for a new sexually oriented business or the hearing officer denies a license for a sexually oriented business lawfully existing at the effective date of this ordinance or denies an application for a renewal license, or suspends or revokes a license, the Director of Finance shall send to the applicant or licensee, by certified mail, return receipt requested, written notice of the action and the right to an appeal. Upon receipt of written notice of the denial, suspension or revocation, the licensee whose application for a license has been denied or whose license has been suspended or revoked shall have the right to appeal to the City Council. An appeal to the City Council must be filed within ten (10) days after the receipt of notice of the decision of the Director of Finance or the hearing officer. All appeals shall be heard by the Council within fourteen (14) days of receipt of the appeal. Appeals from the Council shall be as provided by the laws of the state of Oklahoma.
