§ 200. Definitions.

As used in this chapter, the following words and phrases shall have meanings given herein.

A.

Bicycle means every device propelled by human power upon which any person may ride, having two (2) tandem wheels either of which is more than eighteen (18) inches in diameter.

B.

Council shall mean the governing body of the City of Tulsa.

C.

Central Tulsa Pedestrian Mall ("Mall") means those streets within the City of Tulsa which have been designated and improved for primary use as malls and pedestrian ways, more particularly described as: Main Street from the south boundary of Third Street to the north boundary of Sixth Street, and Fifth Street from the west boundary of Boston Avenue to the west boundary of Denver Avenue.

D.

City means the City of Tulsa, state of Oklahoma, a municipal corporation.

E.

City Clerk shall mean the City Clerk of the City of Tulsa.

F.

Civic Center Plaza ("Plaza") means that area within the City Civic Center owned by the City of Tulsa and bounded on the west by Houston Avenue, on the north by Fourth Street, on the south by Sixth Street and on the east by Denver Avenue.

G.

Concession means the right to offer for sale to the public on the Mall or Plaza food, beverages, newspapers, flowers or any other items whatsoever.

H.

Director means the Director of Finance of the City of Tulsa.

I.

Event means any activity, performance, entertainment, display or presentation of a noncommercial or nonprofit nature.

J.

Motor Vehicle means every vehicle which is self propelled.

K.

Person means any individual, partnership, firm, association, joint stock company, corporation or combination of individuals of whatever form or character.
