§ 1300. Intent and purposes.

  • The City of Tulsa is committed to protecting the public from the nuisance of the promiscuous distribution of handbills and circulars, with the resulting detriment and danger to public health, safety and welfare. Public interest, convenience and necessity require the regulation of the distribution of handbills and circulars, and to this end the purposes of this chapter are declared as follows:

    A.

    To protect local residents against trespassing by solicitors, canvassers or handbill distributors upon the private property of such residents if they have given reasonable notice that they do not wish to be solicited by such persons or do not desire to receive handbills or advertising material;

    B.

    To protect the people against the health and safety menace and expense incident to the littering of the streets and public places by the promiscuous and uncontrolled distribution of advertising material and commercial and noncommercial handbills; and

    C.

    To preserve the people's constitutional right to receive and disseminate information.
