§ 100. Statement of policy and purpose.

A.

It is the policy and purpose of the City of Tulsa to provide and promote adequate and satisfactory taxicab, paratransit vehicle and utility vehicle for hire service in a manner that will promote a positive image to residents and visitors within its corporate limits. To achieve this goal, this title provides for the regulation of such service for hire which will reasonably protect the public interest, welfare, health and safety, and will promote the availability of public transportation while protecting the principles of free enterprise.

B.

The rights of the holder or licensee granted under this chapter shall, at all times, be subservient to the right of the City to fully exercise its rights of control over the streets, alleys and public ways of the City of Tulsa.
