§ 124. Additional responsibilities (taxicab service, only.)

    Dispatch records. The date, time and origin of each trip dispatched by the holder shall be immediately recorded on a dispatch record. All dispatch records shall be maintained by the holder and available for inspection for at least one (1) year.

    B.

    Records and receipts. The Director may require maintenance of the following current business records necessary for monitoring the activities, operations, service and safety record of a holder: names, birthdates and drivers' license numbers of chauffeurs; a list of vehicles operating under a holder's certificate, including unit number, year, make, model and VIN number; and such other reports as the Director may require. Each holder shall maintain such business records at a single location, according to a method approved by the Director, and shall make its records available for inspection by the Director at reasonable times upon request. Each holder shall submit to the Director such annual and monthly reports concerning its taxicab service as the Director may reasonably require. It shall be the duty of each holder and each chauffeur operating and doing business in the City to furnish any reports or information reasonably requested by the Director.

    C.

    City-wide taxicab service. Except as otherwise specifically provided by its certificate, a holder of a certificate for taxicab service shall:

    1.

    Provide taxicab service to the general public to and from any point within the City that is accessible by a public street, except that this provision shall not require a holder to subject a taxicab to mob violence or destruction;

    2.

    Respond as soon as practicable to each call received for service within the City or, if service cannot be rendered within a reasonable time, inform the caller of the reason for the delay, the approximate response time and with the caller's permission attempt to arrange for another holder to provide the service; and

    3.

    Maintain a single dispatch service twenty-four (24) hours each day for the purpose of receiving calls and dispatching vehicles. All taxicab service provided by the holder's chauffeurs shall be arranged through this dispatch service unless such service is directly arranged between the passenger and the chauffeur, in which event the chauffeur shall notify the holder within five (5) minutes of his engagement.

    D.

    Revocation or suspension. When the holder has been notified of the revocation or suspension of a chauffeur's license, the holder shall cease transmitting calls for service to the chauffeur. Any holder whose certificate has been suspended or revoked shall not transmit calls for service to any chauffeur or allow his chauffeurs to otherwise conduct taxicab or paratransit service under such holder's certificate.
