§ 135. Taximeters.
A.
Each taxicab operating under a holder's certificate shall have a taximeter which meets the following requirements.
1.
The taximeter shall accurately register the fare in legible figures which shall be illuminated when the meter is activated. The taximeter shall have the ability to accurately print a receipt that satisfies the provisions of Section 134 of this title. Provided, licensed vehicles must be in compliance with this provision when applying for renewal permits expiring April 30, 2006.

The taximeter or its drive system shall be sealed at all points at which components, if manipulated, could affect the function or accuracy of the taximeter.

The design and features of the taximeter shall be subject to approval by the Director to ensure that they comply with this section. Multi-rate meters shall not be permitted unless it shall have been demonstrated to the satisfaction of the Director that such meters have been modified to calculate only the rate of fare currently on file with the Director.

A holder shall cause each taximeter being operated under his certificate to be maintained in good operating condition.
B.
The Director may order a taximeter to be tested at any time during normal working hours and a holder or chauffeur shall make the vehicle available for such testing. A notice of such inspection indicating the date thereof shall be affixed to the meter by the Director.
C.
Any taximeter which deviates more than four percent (4%) from the holder's rates of fare filed with the City shall be immediately removed from service.
D.
Whenever a holder files an amended rate schedule, the taximeters in all vehicles operating under his certificate shall be adjusted to the new rate schedule and shall be inspected, tested and sealed by the Director prior to entering into service.
E.
No person owning or operating any vehicle with a taximeter shall offer or let the same for hire, unless the taximeter has been inspected, tested and sealed by the Director and has been found to calculate and register the fare correctly in accordance with the rates filed with the Director and displayed in the vehicle.
F.
It shall be unlawful for any holder or chauffeur to modify the vehicle or taximeter in any way which would result in an overcharge to any passenger.
