Chapter 13. ANIMAL WELFARE COMMISSION |
§ 1301. Powers and duties.
A.
The Commission shall have power to promulgate rules and regulations governing the conduct of its meetings and the performance of its duties. The Commission shall hold at least two (2) regular meetings in each calendar quarter and a majority of members of the Commission shall constitute a quorum for the transaction of business. A majority vote of the quorum shall be required for official action by the Commission.

The Commission shall provide advice and advocacy to improve the care of animals at Tulsa Animal Welfare facilities; support animal control efforts; increase opportunities for animal adoption; address pet overpopulation; educate the public on the obligations of responsible pet ownership and the importance of spaying and neutering; and advise the public and City staff to ensure that neighborhoods and residents are safe from the dangers and nuisances of stray animals.
C.
To accomplish these objectives, the Commission shall advise and recommend to the Mayor and City Council programs and best practices designed to promote public safety and protect animals and citizens; make and conduct studies, surveys, and investigations to ensure that Animal Welfare facilities are operated humanely and effectively; consult and cooperate with allied organizations and agencies, both public and private; and utilize the resources of individuals and groups in pursuit of the purposes and objectives as set forth herein.
D.
The Commission shall submit an annual report and such interim reports as it may desire to the Mayor and City Council.
