§ 402. Requisitions and estimates.

  • All using departments, with the authorization of the head of that department, shall file with the Agent, or his designee, detailed requisitions or estimates of their requirements for supplies, services, and information technology systems in such manner as the Agent shall prescribe.

    A.

    Unforeseen Requirements. A using department shall not be prevented from filing with the Agent, or his designee, in the same manner, at any time, a requisition or estimate for any supplies, services, and information technology systems, the need for which was not foreseen when the detailed estimates were filed.

    B.

    Revisory Power in Agent. The Agent, or his designee, shall examine such requisition or estimate and shall have the authority to revise it as to quantity, quality or estimated cost; but revision as to quality shall be in accordance with the standards and specifications established pursuant to this chapter.

    C.

    The Agent, or his designee, shall have the authority to consolidate requisitions from two (2) or more using departments to take full advantage of bulk purchasing discounts.
