§ 409. Emergency purchases.
A.
By Agent. In case of an emergency which requires the immediate purchase of supplies or services, the Mayor shall be empowered to grant written authorization to the Agent, or his designee, to secure by an informal request for quotes procedure, as herein set forth, at the lowest obtainable price, any supplies or services, regardless of the amount of the expenditure, subject to all the terms and provisions of the Charter of the City of Tulsa. A full report of the circumstances of the emergency purchase shall be filed by the Agent, or his designee, with the City Clerk and shall be open to public inspection.
B.
By Department Head. In case of an emergency occurring outside normal office hours, or where a disaster event has been declared by the Mayor, the head of any using department may, with the consent of the Agent and the approval of the Mayor, purchase directly any supplies or services whose immediate procurement is essential to prevent delays in the work of the using department which may vitally affect the life, health or convenience of the citizens.
