§ 604. Collection of an administrative service charge on dishonored and returned checks or other payments.
The Director shall levy and collect an administrative service charge for each payment issued to and received on account by the City of Tulsa, regardless of the method or form of payment, e.g., check, credit card, debit card, electronic transfer or any other attempted payment of value, whenever the payment fails or is dishonored and returned for any reason. The administrative service charge shall be Twenty-five Dollars ($25.00); provided, however, that the charge may be waived by the Director upon the drawer's showing of reasonable and extenuating circumstances beyond the drawer's control.
