A Writ of Mandamus was issued to Judge Thomas Gillert and an evidentiary hearing was held March 12, 2004. Mr. Turner was able to sustain his burden of proof for a new election. A special election was held March 18, 2004, at which time Roscoe H. Turner was elected. He was sworn in on April 13, 2004, to serve as District 3 Councilor.
**A special election was held May 10, 2005, at which time William Edward Martinson, Jr., was elected, and sworn in on May 17, 2005, to serve as District 5 Councilor after the resignation of Sam Roop.
