    CITY COUNCIL

    The City Council form of government was voted in by a majority vote of the people in a general election on February 14, 1989. The amended Charter was approved by Governor Henry Bellmon on March 7, 1989, filed with the Oklahoma Secretary of State on March 8, 1989, and took effect May 8, 1990, except for Article VI, pertaining to elections, which took effect January 2, 1990.

    *Mr. Roscoe Turner, the Democratic opponent of David Patrick in the primary election, lost the primary election by four votes, and following a recount. There were no Republican candidates for District 3 and Republican voters in that district had been given ballots for the Democratic candidates. A Writ of Mandamus was issued to Judge Thomas Gillert and an evidentiary hearing was held March 12, 2004. Mr. Turner was able to sustain his burden of proof for a new election. A special election was held March 18, 2004, at which time Roscoe H. Turner was elected. He was sworn in on April 13, 2004, to serve as District 3 Councilor.

    **A special election was held May 10, 2005, at which time William Edward Martinson, Jr., was elected, and sworn in on May 17, 2005, to serve as District 5 Councilor after the resignation of Sam Roop.

    The following City Councilors were voted in by a majority vote of the people in a general election on April 4, 2006, with an effective date of April 10, 2006:
