§ 3.2. Civil emergency.

After proclamation by the Mayor of a civil emergency by virtue of an armed conflict, civil disorder, or natural disaster, the Council may meet at any place within the corporate limits of the city in special session and without notice and consider such matters as necessary for the preservation of the public health, safety, and welfare during the period of the emergency.
