§ 5. Chairman.

The Council shall elect a Chairman and Vice Chairman. The terms of the Chairman and Vice Chairman shall be determined by the Council. The Chairman shall preside at the meetings of the Council and perform such other duties as provided in this amended Charter, by ordinance, or by rule of the Council. In the absence of the Chairman, the Vice Chairman shall perform the duties of the Chairman.
