§ 7.2. Action on budgets.

Upon receipt of budgets from the Mayor, the Council shall hold at least one (1) public hearing thereon, at which time any citizen of the city shall be given an opportunity to be heard on the budgets or any item or program recommended therein. After public hearing, the Council may adopt a budget or amendments. The Council may add, delete, increase, or decrease programs or amounts, except expenditures required by law.
