§ 4. All franchises to be submitted to people.

No franchise shall be granted, extended, or renewed without the approval of a majority of the qualified electors of the city who vote thereon at a special or general election. No franchise shall be granted, extended, or renewed for a term longer than twenty-five (25) years. All election expenses attributable to the submission of a franchise shall be borne by the proposed grantee.
