§ 213. Pilot collection programs.
Pilot programs to test and evaluate the advisability and customer acceptance of revised service levels in the City of Tulsa may from time to time be executed as recommended by authority and implemented by Director. Such an alternative service level program may not include participation by customers in excess of three percent (3%) of authority's total customer base, nor extend for a period of time greater than twelve (12) months from the first date the pilot program provides the alternative service level. A pilot program may include adjusting charges to reflect the scheduled service selected by individual customers.
Any neighborhood which has participated in the initial pilot program for a period of not less than six (6) months may elect to terminate its participation in the program. Such election shall be deemed to have occurred when twenty-four and three-quarters percent (24¾%) of the residences in the neighborhood submit to the City Clerk a signed statement declaring their desire for the program to terminate. When an election to terminate a program has occurred, the program will terminate on the last day of the month next following the month in which the election is submitted to the City Clerk.
