§ 304. Miscellaneous provisions.

  • A.

    All elected officials and employees of the City shall comply with provisions of this Chapter. As part of the Council's duties and responsibilities under the Tulsa Amended Charter and state law, the Council may periodically review and evaluate the Mayor's and City administration's compliance with the provisions of this Chapter. As part of the annual process and review of the budget for each City division, department, board, commission, authority, or agency, the Council may consider compliance with the provisions of this Chapter in its review and adoption of the budget. The Council may take any action relating to the adoption of the annual budget authorized by law to encourage or ensure compliance with the provisions of this Chapter.

    B.

    The Mayor shall promulgate, in accordance with all applicable laws, reasonable and necessary work rules and regulations applicable to City employees to ensure compliance with the provisions of this Chapter. Any suspected violation of this ordinance or any work rule or regulation lawfully promulgated by the Mayor shall be brought to the attention of the Mayor or designee.

    C.

    The Mayor shall review and revise the general vehicle use policy as needed.

    D.

    Reporting requirement. The Mayor shall produce and submit a vehicle usage report, including any revisions to the general vehicle use policy for all City departments as part of the annual budget process, no later than May 1 of each year. The report shall include:

    1.

    The vehicle identification number of each vehicle owned by the City;

    2.

    The department to which the vehicle is assigned;

    3.

    The year the vehicle was acquired by the City;

    4.

    The total number of miles on the vehicle;

    5.

    The number of miles traveled by the vehicle during the previous year;

    6.

    Whether the vehicle is/was assigned as a Take-home vehicle during the current fiscal year;

    7.

    All employees to whom a Take-home vehicle was assigned during the previous fiscal year;

    8.

    The distance between the employee's residence and their assigned office or work location, if the vehicle is/was assigned as a Take-home vehicle during the previous fiscal year;

    9.

    The basis for the assignment for each Take-home vehicle; and

    10.

    Any other items the Mayor deems appropriate.
