§ 311. Maintenance and inspection of records.

A.

Grantee shall at all times make and keep full and complete plats, maps and other records showing the location and size of all facilities comprising Grantee's system within the corporate limits of the City of Tulsa. Such plats, maps and any other records shall show the location and nature of all other works, structures, equipment and appurtenances comprising Grantee's system within the corporate limits of the City of Tulsa. Grantee shall further permit the City to inspect and audit during regular business hours the relevant books and records by Grantee in the ordinary course of business.

B.

After completion of construction on each project, Grantee shall provide final as-recorded construction and acquisition Facility maps, which shall be submitted to the City. Such as-recorded maps shall be based upon post-construction inspections to verify location. Copies of as-recorded maps in a digital format acceptable to the City shall be submitted to the City, unless otherwise exempted.

C.

Grantee agrees to make available within the corporate limits of the City of Tulsa all books, papers and records pertaining to its business carried on by it in or through the City of Tulsa, for the purpose of affording the City the opportunity to enforce the terms of this franchise and particularly to collect its franchise fee. Grantee shall further permit the City to inspect and audit during regular business hours the relevant books and records kept by Grantee in the ordinary course of business. City shall promptly notify Grantee in writing of areas newly annexed into or deannexed from the corporate limits of the City, and Grantee shall update its records for the purpose of payment of franchise fees as soon as reasonably practicable after receiving such notice.
